Scope of Services

Clean Harbors blanket purchase agreement (BPA) HSBP11-04-A-00402 is setup for the destruction of narcotics at the Clean Harbors Deer Park, Texas incinerator.  U.S. Customs and Border Protection representatives issue call orders against the BPA whenever they want Clean Harbors to destroy such materials and deliver the narcotics to the Deer Park facility.  Orders against the BPA can be issued by three specifically identified individuals from the U.S. Customs and Border Protection office in Laredo, Texas.  Other government agencies can use this BPA if they are added as authorized call placers by the Department of Homeland Security contracting office.

Clean Harbors can provide transportation of narcotics to its incinerator in Deer Park if required.  Transportation rates are part of the Clean Harbors General Services Administration (GSA) contract GS-10F-0270M.  These rates have been determined fair and reasonable by the GSA and can be imported onto a call order issued against the Department of Homeland Security BPA if required.
